On the morning of December 22, 2023, representative of VietCycle Corporation, Mr. Hoang Duc Vuong – Chairman of the Board, attended the Workshop “Consultation on the Draft Circular on management and use of financial contributions of manufacturers and importers to the Vietnam Environmental Protection Fund to support recycling and waste treatment”, organized by the Department of Legal Affairs, Office of the National EPR Council in coordination with the Center for Natural Resources and Environment Communications, Ministry of Natural Resources and Environment.

At the Workshop, the representative of the National EPR Council Office presented the basic content of the Draft Circular. Accordingly, the Draft Circular specifically stipulates the responsibility for recycling products, packaging and waste treatment responsibilities of manufacturers and importers; Mechanism to support product and packaging recycling activities and support localities to implement projects to treat household solid waste/pesticide packaging.
Regarding the responsibility to recycle packaging products, the Draft Circular clearly stipulates the recycling roadmap for all types of batteries, accumulators, lubricants, tubes, and tires starting from January 1, 2024, electronic products from January 1, 2025 and vehicles from January 1, 2027. Particularly for packaging types (food; cosmetics; medicine; fertilizer, animal feed, veterinary medicine; detergents, household, agricultural, medical products; cement bags) will be implemented on a scale starting from January 1, 2024. Except for some cases such as: Manufacturers, importers of products and packaging for export or temporary import, re-export or production, import for research, study and testing purposes; Packaging manufacturers with revenue from sales and service provision of less than 30 billion VND in the previous year; The packaging importer has a total import value (calculated by customs value) of less than 20 billion VND in the previous year.
Regarding the mechanism to support product and packaging recycling activities and support localities to implement projects on treatment of household solid waste/pesticide packaging: Supported subjects are agencies and organizations authorized or assigned by the People’s Committee of the province or centrally run city to be the investor in a project to treat domestic solid waste/pesticide packaging (project owner); Projects with a scale of inter-commune level or higher will be supported including: Investment projects to build, expand and upgrade the storage, transfer and treatment system of domestic solid waste; Project on pollution treatment and environmental improvement of domestic solid waste landfills; Investment project to purchase vehicles and equipment for collecting and transporting household solid waste; Project to classify household solid waste at source from households and individuals; Projects on collection, transportation and treatment of household solid waste at storage points, spontaneous landfills of household solid waste and environmentally polluted public areas; Project on collection, transportation, and treatment of pesticide packaging.

Projects receiving support need to meet the criteria and priorities announced by the Ministry of Natural Resources and Environment, and ensure compliance with strategies, planning, plans, programs, schemes and Project on sortation, collection, transportation and treatment of domestic solid waste/local pesticide packaging approved by competent authorities; There is a written confirmation from the Provincial People’s Committee where the project is implemented that the requested support funding has not been allocated from other capital sources, in case the requested support funding has been included in the allocation plan from other sources, a commitment must be made to remove the requested support funding from the allocation plan from these other sources. Otherwise, they must commit to taking the requested funding out of the allocation plan from these other sources; Commitment to implementing maintenance and operation plans for projects immediately after completion and approval.

Commenting on the Draft, Mr. Hoang Duc Vuong – Chairman of VietCycle Corporation, and delegates requested to publish the list of recycling units; recycling regulations/norms for each type of recycled product; Adding more objects to support recycling; collect; demonstrate recycling traceability/recycling collection; regulations on the capabilities of independent monitoring units.
